While travel in the area should still be avoided because of the roads refreezing, Gov. Northam confirms with VDOT that I-95 is reopen

UPDATE: Per @VaDOT, all vehicles have been removed from I-95 and the interstate will reopen shortly. BUT it is now below freezing, and travel conditions remain hazardous through Stafford, Spotslyvania, and Caroline counties.
